I'm not sure that I follow you, that sentence was in the form of a statement rather than a question.
In war, casualties are going to happen. If you look back throughout history, there has never been a war where innocent people were not harmed in the process. What, did you think that most of the world has labeled war as a "horrible" thing for no reason at all? Collateral almost always comes with conflict. Sure, I'd prefer it if we hadn't gone to war in the first place but the fact of the matter is that it had to be done. It has always needed to be done when there is a mentally unstable and ambitious man with nothing but evil intentions at heart rising to power. It's just the way that the world is and some people refuse to except it, but there's a point that some people come to where they have to realize that you cannot save everyone, you cannot change everyone, you cannot rule everyone and you certainly cannot avoid all of the wrong in the world. That much I can assure you.
