Yes I know, and I stated that it would be in a slight way a breach of First Amendment rights to free speech and freedom of the press, but the loophole there is, that the stuff isn't be made here, so they could ban it, all they have to do is place an import embargo on anime and manga related items, it's perfectly legitimate, but if Congress doesn't want the country breathing down their necks wondering what is next to be banned, they'll use the freedom of the press and freedom of speech arguments as a platform for not banning them
