compact by witch the whole people covenants with each citizen, and each citizen with the whole people, that all shall be governed by certain laws for the common good. Uriciche v. Kolesar
COMPACT, n. An agreement or contract between persons, nations or states.
Contracts must be consented to by both parties, with a meeting of the minds(true understanding of what is being agreed to by both parties)
