a dictatorship? and have a government rule people who don't give consent to be governed? sure, we have the same problem in a democracy or republic, but at least the majority is heard (even if the majority is stupid).
actually soulten, a second read of your post makes it sound like your original idea was voting in a charismatic leader and instead of impeachment, using the death penalty instead.
as for anarchy, it may work on a small scale, but it would lead to dispair, death and decay if implemented on a state level society.
