That is true. If there is no God or any similar Higher Authority, then there is no good and evil. These concepts were created my man in order to be able to live and survive in a society but hold no other meaning or purpose.
However, i do not think that is right. We feel guilty about an evil deed. Is it because we were brought up to believe in these concepts? It might be but I don't think so. Besides, I don't think some guys just classified certain actions as evil just because they would let the society prosper, they had a reason.
For example, killing a person is considered evil, not because it will reduce the population number, but because we cannot take someone else life away. Life is precious, this, I think, most people agree on by instinct.
