A tornado can be pretty dangerous, but it simply rarely hits the areas that it could do the most damage in. That and they're predictable.

But speaking in a sense that all of these just "happened", I would pick a hurricane simply because some of them could be weak.

Tornado. It's the most predictable and there are simple tricks to keeping yourself alive during one.
