well ive kind of made one except it moves like a snail with 5 pounds on it couse im not allowed near sharp objects
(the blood flows richly and i am drunk with the smell)
in the end i just put them back into my toy cars

however with the proper funding it would be easy
the only problem is the motor after all
everything else falls into place

....I had a brain blast....something tells me that they could be made but the designs would have to be constantly remade to dodge certain cations. A major barriers would be the motor in the wheels....that would be a technical challenge.
