Best romance/comedy anime that i would recommend would be Skip Beat and if you love to read manga you can read Skip Beat as well lol

Azumanga Daioh is very funny! Fruits Basket has both comic and romantic themes in it and is one of the greatest animes ever done. Sailor Moon likewise combines comedy with romance, but it's not quite as slickly worked out as the other two.

My first reaction is Sailor Moon, but definitely not the dub.
And you may want to skip over all the filler episodes... My main beef with the anime is that there's so much filler...
But other than that, there's lots of ditsy humor and plenty of romance.
