That depends, they are both very smart and have a sense of strategy. In a fight with the mind id say they are equal. I would not want to compare some of my favorite characters and say who has to win.

Lelouch is the good one compared to Light and also a bit smarter than him as well. Light was a selfish narcissistic ego maniac from the get go. He only did what he did because he was bored. Lelouch did what he did, even when he lost his way for awhile for his sister. And in the end when it came time for them to die, Lelouch set up his death because he knew it would be for the better of the world, Light just got caught because he wasn't smart enough to get out of it.

I personally Believe that Lelouch was not only the good one but was also better the light. I think if it came to a battle of the brains that Lelouch would have the upper hand easy with out all the dramatic close calls.
