I think we need to split this into two categories. Perhaps more. But initially, let's divide them between what we'll call "Traditional Japanese/Turn-Based RPGs" and "Western" or "Non-Turn-Based RPGs."

I don't think Morrowind should be compared with FFVII, etc. Different games entirely.

That said, my faves are: Morrowind, Knights of the Old Republic 1&2, Mass Effect, Ogre Battle 64. :D (Currently playing Neverwinter Nights 2, and that's pretty cool so far.)

I think the KoToR games have earned a spot considering the first game has already won best game and Oblivion and Morrowind and Fallout 3 all easily earn a spot and lastly the fire emblem games I think should get a spot.
