.... Hostile.... I would think more of plain Crazy and Insane (seeing that that kinda runs in the history of Russia somewhat)... but... oh well, they want to pay that much to do this and as long as it doesn't effect economies in a horrible way.., especially if it actually does any good to stop pirating... , go ahead and wander around aimlessly on your cruise ship, Russians.
